Government ‘to switch 600 police from desk duties’ as hiring squeezed

Portugal’s Ministry of Internal Administration (MAI) plans to remove more than 600 police officers from desk duties, freeing them up for operational tasks.

Of the 612 members of the PSP urban police and GNR who will be shifted from bureaucratic duties to frontline operations, 50 are to be moved to their new departments by the end of this year. The remaining 562 will not be moved until next year, the official said.

these desk cops are there because they've been injured on duty or have been identified with a life changing matter that prevents front line exposure, or have been restricted due to an ongoing discipline enquiry. It's clear the government wants more staff on road checks catching cabbage sellers who haven't got a licence to go to market rather than proactively preventing KSI stats........
