these desk cops are there because they've been injured on duty or have been identified with a life changing matter that prevents front line exposure, or have been restricted due to an ongoing discipline enquiry. It's clear the government wants more staff on road checks catching cabbage sellers who haven't got a licence to go to market rather than proactively preventing KSI stats........
