Portuguese operator NOS confirmed it paid for the flights tickets of five Health Ministry officials and nine others to China.
The trip included a visit to Chinese mobile phone manufacturer Huawei.
Further reports say all expenses were covered during the trip back in the summer of 2015.
Portuguese law has since last year forbidden state officials from receiving gifts in excess of 150 euros.
