This is all no surprise to me. Just have a look at the shocking state of walkway surfaces in Portugal. Out of wrongly understood traditionalism life is made very difficult for everybody that wants - or has to - get from A to B on foot. Portugal should get rid of most or all of the cobble stones on walkways. In this process it could also be assured that a wheelchair or pram can be pushed along every walkway without problems like having to use the road.
