The statement also critically referred to the silence of President Aníbal Cavaco Silva in the meanwhile and alleged that the current transitional regime was “concluding various deals in a rush” in addition to appointing hundreds of civil service positions.


"The delay in the nominated prime minister presenting the composition of the government due to take office and submit its respective program is not understandable. We have to move ahead” the César signed statement said.


Given the situation prevailing, "Portugal cannot waste so much time and should not be left with a government that does not govern and that only wants to finish up some business in a rush” and push through “hundreds of nominations for future party control of the state administration” the statement continued.
