In all, 16 properties are approved for the public administration programme Revive, including two military properties in Setúbal - Bateria do Outão and land attached to the Tower of Outão - and 14 without military affectation, including a property of the private domain of the Portuguese Tourism Institute that renews its permanence in the Revive programme.
The list, attached to the order, includes the Palacete Viscondessa de Santiago do Lobão (Porto), Quartel das Esquadras (Almeida), Hotel Turismo da Guarda (Guarda), Almada Castle (Almada), Torre Velha or Fortress of S. Sebastião Caparica (Almada), Forte de S. João da Cadaveira (Cascais), Quinta do Cabo das Lezírias (Vila Franca de Xira) and a building on the Pombaline Prata Street (Lisbon).
And also the Manteigueiro Palace on Rua da Horta Seca (Lisbon), Outão Hospital (Setúbal), Vila Fernando Education Centre (Elvas), Juromenha Fortress (Alandroal), S. José Monastery (Évora) and the former Ribeira Grande Hospital (S. Miguel/Azores).
The Revive programme was created in 2016, with 33 properties, to promote the recovery and requalification of classified public properties which are not in use, granting private individuals permission to operate them for tourism purposes.
"The success of the Revive Programme is undeniable, with the operation of several properties already granted and in some of these buildings, the respective recovery process has ended and the exploitation, with benefit to the public interest, has already begun, so it is understood that private investment, the recovery of buildings of historical and cultural significance, the creation of jobs and economic activity with positive social impact, should naturally continue, maintaining the model initially recommended," writes the executive in the order.
For this reason, properties are allocated to the programme that by virtue of their historical, architectural, cultural or with the possibility of economic use, in conjunction with the lack of allocation of a use of public interest that allows its maintenance or to reduce its deterioration, are "framed in the mission and objectives" of the genesis of Revive.
The executive adds that other properties owned by the State, but without military purposes, as well as properties owned by other entities, can also be integrated.
In any case, it points out, it is important to "establish, together, relevant aspects of pre-contractual procedures, particularly with regard to the respective assumptions, object, configuration, and responsibility for processing, highlighting, in this context, the importance of defining the 'terms of reference' of future interventions by the Directorate-General of Cultural Heritage, as well as the responsibility that has been assigned to the Instituto do Turismo de Portugal for the respective tender processing, considering its particular vocation for this purpose.
