Four years ago, when the last local elections were carried out, there were 31 councils that continued to maintain the same political party leadership.

Most are small councils, but there are some in the Lisbon Metropolitan Area, such as Odivelas or Palmela, according to the newspaper Público.

The PS (Socialist Party) and the PSD (Social Democratic Party) are the ones that maintain the most municipalities, with 11 each. The CDU (Unitary Democratic Coalition between Communist Party and The Greens) kept nine municipalities in the 2017 elections.

Chambers that have always been led by PS are: Alenquer, Campo Maior, Cartaxo, Condeixa-a-Nova, Gavião, Lourinhã, Odivelas, Olhão, Portimão, Reguengos de Monsaraz and Torres Vedras. And led by the PSD: Arcos de Valdevez, Boticas, Calheta, Câmara de Lobos, Ferreira do Zêzere, Mação, Oleiros, Penedono, Penela, Santa Maria da Feira and Valpaços. The CDU was able to maintain Arraiolos, Avis, Montemor-o-Novo, Moita, Mora, Palmela, Santiago do Cacém, Seixal and Serpa, according to Público Newspaper.
