The data comes from the Lisbon Metropolitan Area (AML), an entity that represents the 18 municipalities and which is developing an action plan to meet existing housing needs in the region.

“Taking into account the data collected from the AML municipalities regarding the diagnoses prepared within the scope of their local housing strategies, the prevalence in the Lisbon Metropolitan Area is estimated at 26,000 households in an undignified housing situation, 785,000 households with incomes incompatible with the to the prices practiced in the housing market and about 200,000 households at risk of being in a situation of housing inaccessibility for financial reasons”, indicates the AML.

As the note explains, the action plan “PRR Housing (Recovery and Resilience Plan) – AML 2021-2026” focuses on programmes to support access to housing, affordable housing, student accommodation and the creation of a national scholarship for “urgent and temporary” accommodation.

“It should be remembered that the housing crisis scenario is particularly felt in the Lisbon Metropolitan Area, a fact highlighted by the 2018 National Survey of Housing Rehousing Needs, which found that 54% of the approximately 26,000 families living in clearly unsatisfactory conditions and need to be relocated were located in this region”, justifies the AML.

The municipalities of Alcochete, Almada, Amadora, Barreiro, Cascais, Lisbon, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra and Vila Franca de Xira are part of the AML.
