The Ministry of the Environment is responsible for the management of almost three billion euros in the Recovery and Resilience Plan (PRR), highlighted the minister, who was speaking at the Assembly of the Republic, during the special examination of the proposal for the State Budget for 2022.
In an initial intervention in the debate on the budget for the environment area, Duarte Cordeiro recalled that the environment budget went from 2.7 billion euros in 2020 to 3.7 billion this year, “reinforcing the Government's commitment to climate change and transition”.
Among the Government's priorities in the area of the environment, the minister highlighted the energy transition, the area of transport and mobility, improving the state of heritage conservation, investing in forests and biodiversity and protecting water resources, reducing waste production and continuing the work already started in the area of animal welfare.

Animal welfare??? Like in all the stray cats and dogs that have no end? All the badly treated dogs which howl day and night? How about educating the Portuguese about animal welfare and keeping urban areas clean - because no one seems to pick up their dog's poo from public streets.

I find it amazing that there is talk of protecting water supplies whilst allowing large swathes of rustic land to be ripped up and replaced with a monoculture of advocado or other fruits. Not only does it destroy natural habitat, allows faster water run-off, uses more water and produce fruit that nobody wants. This is the madness of EU beaurocracy where grants are given, corrupt politicians taking alleged backhanders, the promise of jobs that are best temporary, e.g. building 3m high rock walls and a little bit of farming work.
At the same time as wasting copious amounts of water the government will now have to install pipelines from the north to the Algarve, build desalination plants all with further funding from the EU

I'm afraid that painting the measures in the article as some kind of “engine for the country’s recovery” is wishful thinking. All those actions are costs to the economy and the money will have to come from taxation and/or debt.
Meanwhile other countries are burning as many fossil fuels as they can to grow their own economies. Let's be honest, buying solar panels from China will only make China richer. Let's fund R&D and manufacturing in Portugal instead.
