Portugal has one of the most ambitious time frames in Europe for being carbon neutral, wanting to generate 85% of its electricity from renewable sources by 2030 and be carbon neutral by 2045.

That's very nice, but what does it mean?
During that period, was more energy produced by sustainable means than consumed , or only electricity?
It may seem like semantics, but the difference is important.
