The information was shared by Pedro Bogas during a hearing held by the 8th permanent committee of the Lisbon Municipal Assembly, on the company's activity, within the scope of a recommendation presented by the Liberal Initiative.

The current Carris network, called “Rede 7”, was implemented in 2006.

Pedro Bogas acknowledged to the committee's deputies that the current Carris network “has not kept up with the city's dynamics and mobility routes”, justifying the need to implement a new one.

However, the executive warned that it is a “very complex process” and “difficult to implement”, estimating that it will begin in 2026 and be completed in 2030.

During the hearing, the president of Carris also acknowledged the existence of several problems affecting the transport service, namely the lack of information panels at stops and the delays of many routes.

According to data from the Carris 2024 report and accounts, the average speed of buses and trams has been decreasing, a situation that is justified by excessive traffic, poor parking, improper occupation of bus lanes and construction work in the city of Lisbon.

Regarding the information panels at bus stops, he acknowledged that the acquisition process will be “gradual”, but that they will be more adapted to the current reality.

Regarding new careers and projects, Pedro Bogas mentioned a study that is being developed for the creation of a tram line that connects the areas of Alta de Lisboa to Entrecampos and Terreiro do Paço to Parque Tejo, the so-called 16 E, in a dedicated channel.

Regarding the connection between Alta de Lisboa and Entrecampos, the president of Carris highlighted that this project is still in the study phase, but he expressed confidence that it will have “good demand”, as it is in an area with little supply.

Regarding the project designated 16 E, which had already been publicly presented, Pedro Bogas only indicated the expected schedule, indicating its completion for 2028.

On April 1st of this year, Carris announced that Terreiro do Paço, in Lisbon, and Parque Tejo, in Loures, would be connected from 2028 by means of a tram on a dedicated channel, in an investment of 160 million euros.

Tram 16 E is part of the development of the project called Sustainable Intermodal Line (LIOS), with no scheduled completion date.
