The 1st Committee met this morning, before the start of the discussion and voting on the 2026 State Budget, and approved an opinion, prepared by the Social Democratic Party deputy Francisco José Martins, which concludes that the Chega proposal does not conform to the Constitution of the Republic.

The opinion was approved by the Socialist Party (PS), the Social Democratic Party (PSD), the Portuguese Communist Party (PCP), Livre, and the People's Party (JPP), with Chega voting against and the CDS-PP abstaining.

The document states that Chega's proposal constitutes "explicit discrimination based on religious affiliation" and "establishes an arbitrary and unreasonable inequality of treatment," irreparably violating the "constitutional principles of equality and religious freedom."

Therefore, the committee concluded that the proposal "does not meet the requirements" to be admitted for discussion and voting within the framework of the 2026 State Budget.
