“Given that the new regime partly corresponds to current practice and hoping that the solution it embodies will be successful, in a very long process that will continue to undergo legislative changes, the President of the Republic promulgated the Government decree that implements the transfer” of powers, states a note published on the Presidency's website.
Since August 1, the online renewal of residency permits has been the exclusive responsibility of AIMA, ceasing to be the responsibility of the Institute of Registries and Notaries (IRN).
Now, the promulgation concludes the transfer process, with in-person service also falling to AIMA.
The Residence Permit Renewal Portal is available at https://portal-renovacoes.aima.gov.pt, and each request is made by the applicants themselves.

AIMA can't even get their own advice correct on their brand new portal. To update the address AIMA specifies that : "Caso necessite de alterar a sua morada deve fazê-lo através do formulário de contacto em Contacte-nos , opção “Alteração de dados sem necessidade de agendamento>Comunicar/retificar Morada – Sem emissão de novo cartão”
But that option does not exist anymore, as AIMA changed it at least a month ago. The only option for updating the address is: Caso necessite de alterar a sua morada deve fazê-lo através do formulário de contacto em Contacte-nos , opção “Alteração de dados sem necessidade de agendamento>Comunicar/retificar Morada – com emissão de novo cartão”
