The proposed law encompasses criminal policy to be adopted between 2025 and 2027.

In a chapter of the legislation dedicated to the prevention of forest fires, the executive establishes that "the Directorate-General for Reintegration and Prison Services (DGRSP), in coordination with prison establishments, develops and executes social reintegration and prison work programs, in accordance with the law, which include activities of public utility," among which are "the cleaning, maintenance and enhancement of land, woods and forest areas."

The "reconstruction, rehabilitation and recovery of natural spaces, infrastructure and equipment affected by fires" and the "execution of actions for the prevention of collective risks and civil protection" are the other activities listed.

Although the crime of forest fire was already considered a priority for prevention and investigation under the Criminal Policy Law for 2023-2025, the statute did not define specific measures to prevent the phenomenon.

In the draft law for 2025-2027, consulted by Lusa, the Government also determines that the Institute for Nature Conservation and Forests (ICNF) will promote, in coordination with other entities, "prevention actions in forest areas", through the "mapping of forest areas for priority intervention", the use of drones for monitoring and detection of outbreaks and the "creation of reporting and alert lines for forest fire risk".

The implementation of "awareness programs, actions and exercises" is the other measure mentioned.

The draft law was approved by the Council of Ministers on 20 February and subsequently sent to the Assembly of the Republic for discussion and approval.
