José Maria Brandão de Brito highlighted the positive results of 2025, which allow "looking to the future with confidence," assuming that last year's budget balance may exceed the 0.3% surplus projected in the State Budget, "given the solid evolution of revenue."

The Secretary of State detailed that this evolution "results from greater dynamism in the economy and consumption, and not from any tax increase."

There is thus a "positive spillover effect for 2026 that increases the margin," he stressed, while also noting that "the margin will tend to be consumed by the budgetary demands associated with supporting storm victims."

"Today we have a margin that allows us to face adverse and extraordinary situations," both in terms of the direct impact on families and businesses, and in the reconstruction process, he stressed, emphasising that "it is essential that the aid effort takes place within a framework of fiscal sustainability," not deviating from the path that has been followed.
