In the declaration, released at the end of the meeting between the two countries and after the press conference of Prime Ministers Luis Montenegro and Pedro Sánchez, the two countries begin by reiterating “their commitment to peace and stability in the region and reaffirm the need for full respect for International Law, including the principles of the Charter of the United Nations and International Humanitarian Law.”

“Both parties condemn the indiscriminate and unjustified attacks by Iran against the countries of the Gulf Cooperation Council and other countries in the region,” it says.

At the same time, Portugal and Spain “insist on an immediate ‘de-escalation’ and a return to dialogue and diplomacy, the only way to achieve a lasting solution to all outstanding issues with Iran.”

"Portugal and Spain are taking all necessary measures to guarantee the safety of their citizens in the region and assist them in their return," the document also states regarding this conflict, in which there is no reference to the United States of America.

Sánchez has condemned the attacks by the US and Israel on Iran, having refused the use of military bases on Spanish territory by the Americans for these operations. In response, US President Donald Trump threatened Spain with reprisals.

Luís Montenegro has stated that "Portugal did not follow, did not endorse, and was not involved in this military action," but stressed that the country is closer to its American ally than to Iran.
