According to statistics from the National Association of Civil Construction and Public Works Industries (AICCOPN), Portugal recorded an increase in the number of permits for new construction.

In 2025, 41,592 permits were granted, 20.1% more than in 2024 (34,637).
Permits for housing construction and rehabilitation also increased by 3.3%, compared to the same period in the previous year, totalling 19,817 permits, as quoted by idealista.
Lisbon had the most permits for new construction, with 6,368, 26% more than the previous year.
