According to data from the National Institute of Statistics (INE), foreign buyers acquired 41,086 homes in Portugal, 6.6% more than in 2024.
Of the transactions registered, 34,834 were made by foreigners with tax domicile in Portugal, representing an increase of 11.4% compared with the previous year. Regarding transactions made by buyers without a tax domicile in Portugal, there was a 14.1% decrease compared to 2024.
Which nationalities bought the most homes?
Among foreign buyers, Brazilians accounted for 9,808 purchases, representing 27.5% more properties than in 2024.
After Brazilian citizens, Angolans were the biggest buyers of homes in Portugal, with a total of 4,145 properties acquired, an increase of 2.2% compared to 2024. The French complete the podium, having bought 3,765 properties in 2025, down 6.2% from 2024.
The INE also highlights the dynamism of buyers from Ukraine, Cape Verde and Venezuela, who "registered growth in the number of transactions exceeding 25%" in 2025.
Downward trend
The INE also reveals that the weight of property acquisitions by foreigners, of homes for families, fell to 27.6% in 2025, the lowest percentage since 2021.
However, foreigners continue to acquire more expensive properties than Portuguese citizens. While those with tax domicile in Portugal bought properties at an average cost of €234,120, buyers from the European Union paid an average of €335,640, and citizens of other countries spent an average of €470,277.
British and American citizens buy properties in Portugal with average prices of €512,585 and €479,403, respectively, “more than 120% above the average value of buyers with Portuguese nationality”.
