His comments follow a decline in serious and violent crime, further strengthening Portugal’s long-standing appeal for those considering a move abroad.

The country’s strong safety credentials were also reflected in the 2025 Global Peace Index, produced by the Institute for Economics and Peace. Portugal secured seventh place globally, improving on its eighth-place ranking the previous year.

In comparison, the UK ranked 30th, while the United States placed 128th.

Speaking after chairing a meeting of the Higher Internal Security Council in Lisbon, Montenegro emphasised that the country’s security should not be assumed. He stated that Portugal’s safety “is not to be taken for granted”, adding “it is a given, we want to permanently safeguard it”.

The session concluded with approval of the Annual Internal Security Report, which will now be submitted to parliament.

He added: “We have reasons to envisage a controlled situation in Portugal and to be able to present Portugal as a safe country.”

Among the government’s key priorities are a “relentless fight” against domestic violence, alongside continued efforts to reduce road accidents—despite a drop in road fatalities recorded in 2025.
