"Portugal will now have a full participation here, which is a very important development," said the head of diplomacy during a hearing before the parliamentary committee on European Affairs.
Rangel told MPs that this position was conveyed by the Secretary of State for Foreign Affairs, Inês Domingos, at the informal European Union Foreign Affairs Council held on 31 March in Kyiv, to mark four years since the Russian massacre in the Ukrainian city of Bucha.
The Minister began his speech to the parliamentary committee with a word of solidarity with Ukraine, on the occasion of the four years since the Bucha massacre.
The Special Court for the Crime of Aggression against Ukraine was created in May 2025 by Ukraine, the European Union and the Council of Europe.
The High Representative of the European Union for Foreign Affairs and Security Policy, Kaja Kallas, convened an informal meeting of EU foreign ministers in Kyiv to reinforce the bloc's commitment to Ukraine.
