The city introduced canals and diversion systems to bring water from wetter southern regions. Authorities increased the use of reclaimed water for environmental purposes and water replenishment, and restrictions were placed on groundwater pumping, particularly for industrial use.

Groundwater levels in both shallow and deep aquifers have begun to recover, and springs that had previously dried up have started flowing again. Agricultural productivity in the region has been maintained despite reduced groundwater use.
