For anyone following Portugal's digital economy, the parallels and contrasts between these two markets offer a useful lens on where regulated gambling is heading.
Portugal's Steady Climb
Portugal's approach to online gambling regulation has been measured and deliberate. The Serviço de Regulação e Inspeção de Jogos (SRIJ) oversees the licensing of all operators, requiring strict compliance with identity verification, responsible gambling tools and anti-money-laundering controls.
The results speak for themselves. By the first quarter of 2025, online gambling in Portugal generated €284.7 million in gross revenue, a 9.1 per cent increase over the same period the year before. Casino games, particularly slot machines, continue to drive growth, accounting for nearly 60 per cent of total online gambling revenue. Sports betting, led by football, contributed the remaining 40 per cent.
Player registration has also reached new heights, with 4.8 million total accounts recorded by the end of that quarter. Importantly, the regulator has not been passive. The SRIJ has shut down dozens of unlicensed platforms and continues to tighten enforcement, blocking illegal websites and issuing closure notices to operators that fall outside the licensing framework.
The United States Catches Up
Across the Atlantic, the United States has taken a different but equally ambitious path. Since the Supreme Court struck down the federal sports betting ban in 2018, state legislatures have moved quickly to legalise online gambling within their borders. Today, licensed online casino platforms operate in states including New Jersey, Michigan, Pennsylvania and West Virginia, with more states expected to follow.
The American market is considerably larger in scale, and the range of promotions available to players reflects that. From deposit match bonuses to no-deposit sign-up offers, licensed casinos compete aggressively for new customers. One area where regulated markets have driven real improvement is transparency around bonus terms. The SRIJ has continued to strengthen its regulatory framework to ensure that operators provide adequate safeguards for vulnerable players.
In the United States, licensed platforms are required to offer deposit limits, cooling-off periods and self-exclusion tools. Several states have gone further, mandating advertising restrictions and funding public education campaigns on problem gambling.
What This Means for Portugal
For Portugal, the growth of regulated online gambling represents both economic opportunity and regulatory responsibility. The sector is creating jobs, generating tax revenue and establishing the country as a credible model for other European markets considering their own licensing frameworks.
At the same time, the experience of the American market shows how quickly a regulated industry can scale once the legal groundwork is in place. Portugal's early start gives it a structural advantage, but maintaining high regulatory standards will be key to sustaining public trust and long-term growth.
As both markets continue to evolve, the conversation around online gambling is shifting from whether it should be regulated to how regulation can best serve players and society alike. Portugal, with its track record of steady revenue growth and increasing player engagement, is well positioned to remain part of that conversation.
