Those whose Residence Permit is expiring during that period should visit portal-renovacoes.aima.gov.pt to request a permit renewal.
On Facebook, the entity states that “will continue working towards bringing forward the opening of the Portal in the coming months, in order to meet the needs of citizens.”

Instead of being happy about letting more people submit, AIMA needs to focus resources on issuing permits to the thousands of us with permits that expired many months ago. Even though we complied with all the requirements, submitted all the documentation, we have still not been issued permits.
AIMA says that you can still use your expired permits, however that is absolutely not true. Other entities do not recognize the expired permit, and it is very risky to travel out of Portugal with an expired permit. My wife and I will miss our youngest son university graduation because we choose not to risk traveling with expired permits.

I fully agree with the previous comment: While opening appointments for July is good news for some, thousands are still awaiting renewals for February, March and April. What happens to us in the meantime.
Also correct is that while AIMA says the expired cards are valid, try using an expired card to open (or even update) your bank and other institutions' data. The bank blocked my account because of it.
However, without a valid Resident's card, DO NOT leave Portugal. I have been stuck for a month now and cannot return home. My card expired and despite the law recognising the expired card the Portuguese Embassy is of no help at all. They will not validate and attest that the card is legally recognised by Portuguese Authorities, which would allow me to leave and be accepted for boarding on a return flight. They have insisted I apply for a visa to return.
Good advice?
Not really, the Embassy has not had any visa appointments for the past 2 months. A bureaucratic mess, where nobody will take any responsibility for the mess government created itself, and who are completely unwilling to assist citizens and residents.
