The IRN confirms, according to Executive Digest, that nationality applications are counted, for the purposes of applying the law, from the date of their submission. In other words, applications made before the new law was approved will be reviewed under the criteria of the previous law, including the shorter residency requirements in Portugal.
In addition to the IRN's confirmation, the President of the Republic, António José Seguro, has already demonstrated the need to transition the administrative process in a cohesive manner, in order to "ensure that pending processes are not – effectively – affected by the legislative change, which would constitute an undesirable breach of trust in the State, both internally and externally."











Oh, so those up us who have lived here for 5 1/2 years, but whose 5 years of residency is in October are not considered to be pending cases? Apparently, our trust in the government doesn't matter. Thoroughly frustrated.

They need to clarify about the backlog of applications physically received at an IRN but do not yet have a processing number- which side will those be on?

I think one of your reader misunderstood the new interpretation because immigrants do not understand the difference between residency and citizenship, especially if they are from the US. Although her 5.5 years of residency would count towards citizenship under the old law provided that she applied for citizenship before the new law becomes effective. This distinction should be clarified.

The process of Nationality doesn't starts from Nationality Application in-fact it starts from Application for Manifestation of Interest which is required for getting TRC and than Passport. Just by changing the time for Passport for New applicants must be applicable on New Manifestation of Interest application or New TRC issued after the law is enforced
