The service allows patients to view a history of the healthcare they have received, along with the amounts covered by the National Health Service—a measure aimed at "reinforcing transparency, health literacy, and civic engagement," according to the Shared Services of the Ministry of Health (SPMS).
Speaking to the Lusa news agency, SPMS President Luís Goes Pinheiro stated that making this information available on the SNS24 App and Portal was the result of a request from the Ministry and was implemented in phases.
The first phase was launched on 18 December 2025, followed by an expansion to include new services on 18 February of this year; the process was completed in May with the integration of costs associated with hospital admissions and outpatient consultations, he specified.
Until now, patients could only view costs for primary care consultations, nursing procedures, exams, medications, non-emergency transport, and emergency hospital services.
Now, the platform also includes information regarding hemodialysis, home respiratory care, oral health, hospital admissions, hospital outpatient consultations, and medications dispensed at local pharmacies.
"All of this is now viewable in a very transparent, simple, and aggregated manner within the SNS24 Portal and App," said Luís Goes Pinheiro, emphasising the importance of this information for providing transparency regarding the costs of the National Health Service.
The official also emphasised the importance of this information in helping citizens understand how their tax contributions are used to fund State-provided services.
“It is relevant for those who pay taxes, but also for those who do not, insofar as it establishes transparency regarding costs—something that also fosters a greater appreciation for the service,” he underscored.
Luís Goes Pinheiro noted that there is often a perception that a service involving no direct payment carries no cost—yet, in fact, it does.
“We often harbour the mistaken tendency—though it is an understandable one—to feel that the services and resources provided to us all by the State are cost-free; however, they do indeed entail associated costs,” he remarked.
This information is available exclusively to the specific user to whom it pertains; it details the amounts expended by the National Health Service (SNS) and does not include any amounts payable or currently owed by the user.
To access this service, users must log in to the SNS 24 App, click the “Documents and Certificates” button, and select “SNS Subsidies.”
Users may also view their complete history via the SNS 24 Portal (sns24.gov.pt).
This new service was developed in collaboration with patient advocacy groups through meetings organised by the Ministry of Health's Shared Services.
