A survey by Intercampus, according to Executive Digest, found that 65.7% of respondents believe that the government appointed by Luís Montenegro has fallen short of the expectations raised after the elections. Only 25.9% of respondents revealed that the government has exceeded their expectations.

The barometer, conducted at the request of Correio da Manhã, CMTV, NOW, and Negócios, showed that only 6.1% of respondents revealed that the government is meeting their expectations. The data were collected between 8 and 14 May, indicating an improvement in perceptions of the Government's performance compared with the previous month. In April 2026, 67% of Portuguese people rated the Portuguese government's actions negatively.

Most relevant figures

The study also says that the Portuguese recognise André Ventura, leader of the Chega party, as the main opposition to the Government, with 48.8% of respondents sharing this view. José Luís Carneiro, Secretary-General of the Socialist Party (PS), gathered only 31.2% of the votes. However, the socialist leader has been gaining ground, distancing himself less and less from André Ventura in this parameter of the research, after increasing media presence due to his opposition to the proposed new labour law.

Ministers with the most impact

Regarding members of the Government, the Portuguese state that the newly appointed Minister of Home Affairs, Luís Neves, has the best public image. The Minister of Finance, Joaquim Miranda Sarmento, and the Minister of Environment and Energy, Maria da Graça Carvalho, are among the government officials with the best evaluations.

On the other hand, the Minister of Health, Ana Paula Martins, is considered by those interviewed to be the worst Minister in the Executive, followed by Minister Maria Rosário Palma Ramalho, in charge of the Ministry that deals with labour issues.
