According to data from the European statistical service, the indicator decreased slightly, from 15.2% in 2015 to 11.1% in 2024, approaching the objective of reducing the rate among these young people to 9% by 2030.
Portugal
In Portugal, the rate of "NEET" youth was 9% in 2025, compared with 13.1% in 2015, according to Eurostat.
Among the youngest (15-19 years old), only 5.3% were "NEET," while the rate more than doubled for the 20-24 (12.8%) and 25-29 (14.7%) age groups.
Lowest percentage
Among the Member States, the lowest percentages of young people who were neither working nor studying last year were recorded in the Netherlands (5.3%), Sweden (5.9%) and Slovenia (7.6%).
Conversely, the highest rates were found in Romania (19.2%), Bulgaria (13.8%) and Greece (13.6%).
