According to several slides that Lusa had access to, the presentation made to sector agents on Wednesday of the plan prepared by the company OPT indicates that, regarding the extension of the metro network during the validity period of the PMUS (10 years), the expansion of the metro with the Campo Alegre line is planned and the "launch of studies for the next phase of expansion" of the network.

In this next phase, in a post-PMUS period, it is suggested that the Rosa line (currently under construction between São Bento and Casa da Música) be extended, making it circular to Campanhã, with a connection to the Amarela line at the University Campus, a future extension of the Campo Alegre line in the Bonfim parish, as well as a connection between São Bento and Campanhã via Campo 24 de Agosto.

Extension of the Rubi Line

Regarding the extension of the Rubi Line (Santo Ovídio - Casa da Música), its continuation to the city limits on the Circunvalação is planned, passing through Carvalhido and Prelada.

As for the Campo Alegre line, planned during the PMUS period between Galiza and Matosinhos Sul, in the post-PMUS period, an expansion to the centre and eastern zone is suggested, passing through Trindade and arriving at Campanhã.

In Asprela, a "realignment of the Yellow Line" is planned between the University Campus and the IPO (Portuguese Oncology Institute), along with a "new intermodal interface at the São João Hospital," an area that already receives the Yellow Line and the Leixões railway line and will now receive the São Mamede and Maia II lines, in addition to buses.

Regarding soft or active modes of mobility, and despite not being mentioned by the Porto City Council in a statement issued on Wednesday, in the cycling sector, according to one of the slides, improvements to the existing network and its expansion are planned, as well as the expansion of the bicycle parking network, the implementation of a shared bicycle system, dedicated signage, bicycle meters, tree planting, bicycle trains, and campaigns to promote the use of active modes.

In the area of ​​network improvement and expansion, there are important city axes whose expansion is relegated to the long term, such as Avenida da Boavista, Avenida Gustavo Eiffel and the Campo Alegre axis, Rua Diogo Botelho and the future Avenida Nun'Álvares, according to a map presented.

In the short term, improvements are planned for the cycle paths on Rua da Constituição and Avenida da França, and at the Asprela hub, as well as the construction of the link between the centre and Asprela.

Pedestrian mobility

Regarding pedestrian mobility, measures are listed to consolidate pedestrian infrastructure, reinforce accessibility on priority axes, improve pedestrian walkways in public spaces, install mechanical means and minimise the barrier effect of major road axes and topographical accidents.

Also planned is the "application of 30 km/h zones," where circulation is only permitted up to 30 km/h [30 kilometres per hour], "according to a block logic, creating 'watertight' urban centres in terms of roads, focusing on traffic calming, modal filters, and changes in direction to discourage through traffic.

The first phase is planned for Boavista in five "macro zones," with "potential for replication throughout the city."

On 1 July, the Porto City Council highlighted "the expansion of the Metro network, through the future lines of São Mamede, Gondomar II, Maia II, and Campo Alegre; the completion of the Outer Ring Road and the consequent use of the VCI channel as an axis of territorial cohesion; the recovery of the Alfândega Branch Line; the reinforcement of BUS corridors, with the implementation of six kilometres planned until the end of 2026; The implementation of traffic light priority systems for public transport and the expansion of the Via Livre Protocol to improve the enforcement of illegal parking.

"The strategy also includes the phased implementation of the Network 30 throughout the city, the expansion of shared zones and Restricted Access Zones for Automobiles (ZAAC) in the Historic Centre, the resumption of the river connection between Porto and Vila Nova de Gaia, the reactivation of the tram line, as well as a reorganization of parking policy and traffic management, seeking to respond in an integrated way to the challenges posed by the city's growth," the municipality pointed out.

The councillor responsible for mobility, Hugo Beirão Rodrigues, stressed the importance of "creating the conditions so that citizens can adopt new ways of getting around and, in this way, build a new culture of mobility in Porto."
