According to the 2025 Construction and Housing Statistics, there was also a 5.4% increase in new lease contracts signed compared with the previous year.

Rental rates exceeded the national average in Greater Lisbon (€14.19/m²), the Autonomous Region of Madeira (€11.33/m²), the Setúbal Peninsula (€11.05/m²), the Algarve (€10.53/m²), and the Porto Metropolitan Area (€10.17/m²).

Greater Lisbon accounted for more than a quarter of the new lease contracts (41,593), and nearly half of the national total (44.8%) was concentrated in Greater Lisbon and the Porto Metropolitan Area.

The Setúbal Peninsula (7.3%) and the Algarve (5.6%) followed, with the highest numbers of leases.

The lowest figure among national sub-regions in 2025 was 813 new lease contracts, signed in Alto Tâmega e Barroso.

Of the 308 municipalities, 36 recorded rents above the national average in 2025. Lisbon (€16.88/m²), Cascais (€16.20/m²), and Oeiras (€15.03/m²)—all in Greater Lisbon—stood out as the three municipalities with rents exceeding €15/m².

The median rent for new lease contracts in 2025 was higher than the national median in every municipality within Greater Lisbon and the Setúbal Peninsula, underscoring the concentration of higher rents in these areas.
