The Portuguese government has introduced a system of fines for any airline carrying some passengers into the country from a list of nations designated as high risk for COVID-19.

From this week, passengers arriving in Portugal from the US or any other non-European Union country must carry a negative RT-PCR test. The test for COVID-19 must have been carried out within 72 hours of flying. The rules do not apply to Portuguese nationals and anyone with a residency permit.

It's political.

So the virus will not infect Portuguese nationals when they travel to the US or any other non-European Union country?!
That would be great news indeed!
Could even make the headline in some scientific papers.

Otherwise they should be tested on return... shouldn't they? Just like every other human being (potentially exposed to the virus and a potential virus-carrier) from the same region.
