It would also be sensible to sterilise all dogs in kennels. There are far too many abandoned dogs in Portugal and if no-one ever does anything about it the problem is going to get exponentially worse.
This is one culture that urgently needs change

Absolutely true, David. Isn't there a Portuguese Bob Barker that can say at the end of a Portuguese game show, "Please have your pets spayed or neutered?"
