According to the same source from Marathon Clube de Portugal, the race will take place with the same 16,500 registered in the half marathon and 14,000 in the mini marathon (10 kilometers).
The postponement of the most attended race in the country, which crosses the 25 de Abril Bridge, occurs a day after the Government recommended the postponement or cancellation of events with more than five thousand people, due to the Covid-19 epidemic.
“In view of this decision, the organization of the EDP Lisbon half marathon is obliged to postpone the events scheduled for the 21st and 22nd of March,” reads the organization's statement.

I am from Canada and arrived to run the 1/2 marathon. Will I be reimbursed for my registration?

Expected to fly from Ireland twice to run this after bookings and flights already made for next week. No refund option is disappointing. Its like an open scam with no regard to effort some people have made to come to Lisbon for this event. Probably not do it again. Sign of bad faith.
