National civil protection emergency plan activated

The national civil protection emergency plan was activated in Portugal on 24 March, due to the pandemic of the new coronavirus, announced the Secretary of State for Internal Administration, Patrícia Gaspar.

This plan was approved at the meeting of the National Civil Protection Commission, which took place this morning at the headquarters of the National Emergency and Civil Protection Authority (ANEPC), in Carnaxide, and was chaired by the Secretary of State.

“[Monday] the National Authority was asked to assess the plan's relevance as it follows from what are the determinations contained in the state of emergency. The Authority made this assessment and proposed activating the plan,” Patrícia Gaspar told the Lusa agency.

The Secretary of State stated that the national civil protection emergency plan "is active at this moment".

This plan, she explained, is “a fundamental operational management tool for the civil protection system” and will allow “advancing in what are the mechanisms of institutional coordination and operational management in a more concerted way than would have been possible before”.

Patrícia Gaspar stressed that, at this moment, there is a situation of “absolute exception” that has “very expressive implications for the area of ??civil protection”, with around 50 active municipal emergency and civil protection plans and nine district plans.

“It made perfect sense to assess the relevance of activating the national plan so that there is consistency in what the management instruments within the scope of civil protection are. In practice, it is for there to be a correspondence at the national level of all the work that is already being done at the local and district level”, she stressed.

According to the minister, the entire civil protection system is working “to its fullest”, namely at the local, district and national levels.

Patrícia Gaspar indicated that the system is working within the scope of political coordination and operational coordination, where there are local commissions, the involvement of fire departments and municipal civil protection services, in addition to the district operational coordination centres being functioning and the national operational coordination centre has been meeting daily since the beginning of this situation.

"We have all the instruments in place to allow the management of this situation to be carried out with maximum agility, flexibility and organization" she stressed in declarations to Lusa after the meeting of the National Civil Protection Commission, which met for the third time since the first cases of covid-19 were registered in Portugal.

According to the ANEPC website, the national civil protection emergency plan is an instrument to support civil protection operations in the event of the imminence or occurrence of a serious accident or catastrophe that covers the territory of mainland Portugal, enabling the unit to direction of the actions to be developed, the technical and operational coordination of the means to be committed and the adequacy of the exceptional measures to be adopted.
