In percentage terms, 37 percent of all fatalities on Portuguese roads were intoxicated drivers, a figure almost eight percent higher than the total recorded in 2018.

It doesn't surprise me. I have yet to find a tradesman to do any kind of work, whether it be a gardener, painter/decorator that doesn't arrive in the morning, smelling of alcohol. Apparently it is called "mata-bicho". Something drunk at breakfast.
