Does this form of doublespeak mean that laid off employees are losing unemployement benefits at an earlier date than lawfully obtained?

This is as vague as it gets. So what are the main measures for the economic and social development in the Algarve?
In order to create and to secure jobs, it would not harm to look past the obvious: the pandemic will affect travel and tourism negatively for many months, possibly even another year. Is the plan just to apply band-aid in the hope that one day things will get back to normal = same seasonal jobs in agriculture and tourism?
Surely someone can come up with a better plan!
