According to newspaper Público, lawyer Julia Kozma, who heads the Committee said Portugal was towards the top of the list of Western European countries with the greatest number of cases involving police brutality. The Committee, which visited Portugal in 2016, said Portuguese and foreigners of African descent are at greatest risk of being discriminated against by police while being arrested or held in custody.
