A report published today states that by the end of 2018, 73 percent of CoE’s recommendations were unfulfilled.
Portugal ranks behind Turkey, Serbia, Romania, Belgium, and Croatia, with the Council of Europe criticising the Portuguese State for lacking measures against particularly serious crime.
The main problem in Portugal is that they don't take the complain seriously. And most of the people who have businesses (like restaurants, firms etc), they don't respect the law and the law don't care if someone neglect the law or not.

Brussels should withhold EU funding from Portugal until they start to comply with these recommendations. Why does Portugal think their above the law? Other EU countries are funding Portugal yet their arrogance is astounding. Their reputation of corruption does not sit well with potential business investors who go elsewhere. At the end of the day their refusal to comply hurts the nation, only the politicians and judiciary benefit.

It has to do with attitude! I saw a traffic officer doing something unusual which was ticketed a driver for speeding, then I followed him and he was 3okm over-speeding! Countless deaths on the roads! They would make 1 million Eu per day if they did more control and save hundreds of lives!

The problem is the socialists have taken over the institutions since the Carnation recolution and today they have full control up to a point we could say Portugal lives under a Socialist Authoritarian regime without any financial freedom, that is, the debts and the corruption are so rampant that it is normal to forgive the poor who live at the expense of the public system (poor who became the new rich) and to rob the rich (rich who pay taxes to sustain the public system that supports the forever bankrrupt public system). Never ending story of a social and economic decadence sold to the interests of outsiders who love to take over a nation of almost 900 years which is Portugal and buy Portuguese assets for a fraction of the price. Eu not to blame: last EU elections saw 70% of no vote, which leaves u to think Portuguese do not believe the institutions anymore, and the few who do play the corruption game in what is already known as the "familygate" (socialist and communist conglomerate family that is).

My wife and I were taxed almost 100,000€ for Capital Gains Tax, because our accountant...a very close friend of the local senior Financas Clerk, 'forgot to send in our IRS statement. The accountant described his'very good friend' as being Racist, but his personal closeness would serve as protection.
We experienced theft, lying, neglect and direct racism from both of these jealousy motivated parasites,. Ten years of writing to Prime Ministers, including the current Indian poser (do Indians still routinely murder baby girls for financial reasons?) Finance Ministers, Justice Ministers (including van Dunem the corrupt Angolan fugitive). The Court responsible for supporting the blatant illegality of the blackmail to persuade us to pay the illegal charge.
'Nobody is ever to blame and nobody can be bothered to uphold flagrant unlawful state sponsored activity.
Portugal is administered by uncivilised, uneducated primitives who ignore democracy and accountability....and certainly honesty and integrity.
