The European Union has been actively debating the revision of the Regulation on common rules for air passenger care, which aims to strengthen a wide range of air passenger rights and transparency in the sector. Among the changes are rules on carry-on baggage, which, despite already having been agreed upon by Member States, still await approval by the European Parliament.

In the past two years, 38% of Portuguese travellers reported having their carry-on luggage moved to the aircraft hold due to insufficient cabin space— a percentage consistent with the European average. However, many Portuguese passengers highlight a lack of clear communication and transparency from airlines. Specifically, 42% feel that airlines do not clearly disclose carry-on baggage fees during the booking process. Additionally, one in three believe that the rules regarding carry-on luggage—such as limits on size, weight, and number of items—are not communicated in a transparent way. This lack of clarity can result in unexpected issues and extra charges at the airport.

When it comes to expectations, Portuguese consumers are unanimous: an overwhelming majority (85%) believe that carry-on baggage should be included in the ticket price, and an even higher percentage, 94%, calls for uniform rules for all airlines. Furthermore, the perception that airlines use baggage fees to deceive consumers and increase profits is shared by 70% of Portuguese respondents.

Considering this scenario, Portuguese consumers are calling for action: 77% believe that consumer organizations should act against airlines that charge carry-on baggage fees, and 95% call on European Union authorities to clarify and standardize the rules regarding these fees.

The survey results in other European countries are like those in Portugal, highlighting a widespread problem. There is an urgent need for greater transparency and regulation in carry-on baggage policies to protect consumer rights and ensure a fairer and more predictable travel experience. The demands of Portuguese consumers reinforce the importance of active intervention by consumer organizations, such as DECO PROteste, and European Union authorities to ensure that carry-on baggage rules are clear, standardized, and fair for all passengers.
