But when it's implemented, local governments will be free to choose the most effective way to relieve traffic, taking into account the many modes of transportation that are accessible in each location.

Longer term, this plan will also create a just and sustainable system of transport taxes.

After that, a study of the present tax structure would be conducted, and fair solutions based on the polluter pays theory would be developed.

The innovative approach complements continuing government funding and initiatives for electric automobiles, walking, bicycling, and public transportation.

It does, however, make it abundantly evident that if the present degree of traffic persists, investments in EV infrastructure, public transportation, and active travel will not pay for itself.
