In a statement, the Foreigners and Borders Service (SEF) said that after Cascais, Loulé is the second county in the country where the cooperation protocol between the SEF and the municipalities is implemented.
Under this protocol, the municipalities provide the facilities and human resources needed to perform the service and the collection of biometric data, while SEF is responsible for training employees of the municipalities and provides the support and computer structures necessary for the process.
According to SEF, Loulé is the municipality in the Faro district where most British citizens live (3.504), followed by the municipalities of Lagos (3.369), Albufeira (2.177) and Tavira (1.577).
In total, 18.714 citizens from the UK live in the Faro district.
This project, which started last February with the collection of biometric data from British citizens living in the Autonomous Regions of the Azores and Madeira, will be extended to other Portuguese municipalities.
The SEF states that this process will soon be extended to the various municipalities where a significant number of British citizens live.
That security service indicates that the certificate with the QR Code, which can be downloaded from the Brexit portal, remains an official residence document in Portugal under the Exit Agreement concluded between the European Union and the United Kingdom and is valid until the new card is issued.

I live in Quinta do Conde, Sesimbra, and last heard from SEF back in March 2021 when they said I would be hearing again "soon." Judging from this news article, I suppose the reason for the long wait is that there are not many British citizens in my area? I have my QR Code so am glad to hear that is still valid.

Do you have any information/news updates when the rest of us may see so e movement in regarding our temporary resident mile markers ? We(many of us )are 2-4 years into the process and overdue for our renewal cards , thus we are stuck . We cannot travel outside of Portugal because SEF has not provided us with DOCUMENTS todo so . We are all in limbo . Aren’t the rest of us as important as Brits ?

The SEF telephones generally don't answer and it is impossible to set up an appointment to get a new residence card. This article is not helpful because it gives the impression that everything is working smoothly. That is far from the case.

Should we give SEF a slow hand clap? Nearly two years after QR codes were first issued (December 2020), we are learning that only two of Portugal's 308 councils are processing the new cards! At that pace, it will take 150 years to complete the task. SEF is responsible for training local council staff who are the ones who apparently issue the new cards. I'm hearing about all sorts of mistakes they are making, like confusion over whether to issue the 5 or 10 year validity. Great to know the QR code document is valid, we now just need to persuade immigration officers in other countries of this fact! Slim hope of them having the faintest clue, and in all probability will simply refuse to accept them. Underlying all of this is an abysmal attitude of Portugal's public sector that feels it needn't provide good service to the public.
