The 10 cheapest municipalities to buy a home in Portugal are spread across six districts in the interior of the country: from Bragança to Santarém. And in these municipalities, it's possible to buy a 100-square-metre home for 32,000 euros or less. This contrasts with the large urban centres of Lisbon, Porto, and Faro, where buying a residential property of the same size costs over 300,000 euros (ten times more).
In Portugal, houses sold for a median price of €1,845/m² in the last 12 months ending in March 2025, a 21.9% increase compared to the same period last year, according to data from the National Statistics Institute (INE).
But the national median house price hides a very different reality, especially since in the vast majority of municipalities in the country, houses were sold below this price. In fact, in 49 municipalities, buyers paid less than €50,000 for a 100 m² home, according to a report by idealista.
Which are the 10 municipalities where it's cheapest to buy a house?
The interior of the country has the 10 cheapest municipalities to buy a house in Portugal, spread across six districts: Bragança, Guarda, Viseu, Castelo Branco, Coimbra, and Santarém.
The cheapest of all is Figueira de Castelo Rodrigo, in the Guarda district, where the median price of homes sold was just €190/m2 in the 12 months ending in March 2025. Overall, a 100m2 home sold for €19,000.
Next is Armamar, in the Viseu district, with a price of €226/m2, followed by Pampilhosa da Serra, in Coimbra (€251/m2). In addition to these, there are four other municipalities where it is possible to purchase a 100 m2 home for less than €30,000: Vimioso (Bragança), Idanha-a-Nova (Castelo Branco), Mação (Santarém), and Sernancelhe (Viseu).
The other three municipalities in the top 10 cheapest places to buy a house are slightly above the 30,000-euro mark: Torre de Moncorvo, Vinhais, and Penamacor, according to INE data.
And which are the 10 municipalities with the highest housing prices?
The 10 most expensive municipalities to buy a house in the country are concentrated in just four territories: Lisbon, Faro, Porto, and Madeira Island. And the median cost of a 100 m2 home starts at 307,000 euros in Porto.
There are even two municipalities with prices exceeding 400,000 euros for a house with the same area: Lisbon (4,412 euros/m2) and Cascais (4,190 euros/m2), which are the most expensive in the entire country. Close behind is Oeiras, where houses sold for a median price of 3,643 euros/m2.
Although the Lisbon district leads the top three most expensive municipalities to buy a house in, the truth is that there are more municipalities in the Faro district in this ranking: 5 of the 10 most expensive municipalities are located in the Algarve. They are: Lagos, Loulé, Aljezur, Albufeira, and Vila do Bispo.
Outside the Lisbon and Faro districts, there are only two municipalities: Funchal, on Madeira Island (€3,100/m2) and Porto (€3,007/m2).
