A two-thirds majority among the 140 nations was needed at the International Tennis Federation’s annual general meeting.
The Portuguese Federation said it backed the plans as it believes these changes will benefit tennis globally, and see smaller federations increase their revenue streams.
The Davis Cup, which was founded in 1900, has been played in the current format since 1981.
