The Portuguese Cycling Federation (FPC) announced that the country will continue to be led by João Almeida (Deceuninck-QuickStep), with Nelson Oliveira (Movistar), Rafael Reis (Efapel), Ruben Guerreiro (Education First-Nippo) and Rui Oliveira (UAE Emirates) all also on board.

An unexpected inclusion was André Carvalho (Cofidis) in a sextet that faces the long-distance test on the last day of the race, with Nelson Oliveira and Rafael Reis chosen for the individual time trial.

In the elite women's competition there will be Olympian Maria Martins (Drops), the long-distance national champion, and Daniela Campos (Bizkaia Durango), with the latter competing in the time trial.

Fábio Costa (Efapel), Miguel Salgueiro (LA Alumínios) and Pedro Miguel Lopes (Kelly-Simoldes-UDO) will be in the men's under-23 competition, with António Morgado and Gonçalo Tavares (Bairrada), to lead in juniors with Diogo Pinto (Academia Joaquim Agostinho/CYR/UDO) and Lucas Lopes (Póvoa de Varzim/CDC Navais).

Beatriz Roxo (Academia de Cycismo de Paredes) joins Sofia Gomes (Vesam/Blok/Vilanovense) will represent in the female juniors.
