Will this apply to Quinta do Lago and other such places as well? Or only to regular citizens & residents who are not extremely wealthy and so because of their wealth, deserve to have more water than others?

I wonder when will we have the courage to seriously tackle the golf courses and their "residual water usage" green washing... Enough is enough

Golf courses may bring max tourism income but the Algarve shouldn't be suffering as a region, so isolated areas can continue to consume massive amounts of water. Scotland or Ireland can afford to keep the grass lush and green.
Realize that the Algarve is a delicate eco system and has so much more to offer than the boring golfing groups. Time for a rethink and revamp.

What did you expect? TPN has been covering the drought for a year now and people see the forests burning, flooding, drought like it said in the bible remember? NO ONE hs torn themselves away from their "electronic tranquilizers" to actively organize and peacefully demonstrate like I suggested as soon as I read about Municipal Pools being closed; you know who gets the water and they always will unless you get out, visible, covered by the news in front of The Dept. of Water AND the homes of those who are responsible for making the policy and DON'T elect them again or anyone who appoints them. Look for a candidate like the mayor in the article a few days ago about himnot letting the developers build too many units until more desalinization (turning sea water into tap) plants like Israel's 2200 are built. In the 60's we demonstrated against the war in Vietnam and the pressure campaign ended the war. Peaceful demonstrations make headline news and hold people accountable, the power of the people! You can do it OR only daytime water, then only certain hours, then certain days and hours and then "water wars." It's happening all over the globe so you better get with it.

Not too far from where I live boreholes are already running dry. Why wait until next year to implement what is required now???

Golf courses and other large landscaped areas MUST promptly convert to processed waste water, often dubbed 'Grey Water'. Could also be used for non-food agriculture.

So much blah blah against people and golf courses, but nobody talks about the leaks! HOW MUCH water % is leaking from the pipes?
In the UK it's 25%.
Find and fix the leaks, then the water problem is solved, instead of hitting your customers! Also desalination from the sea.
Also what does "rationing" mean? Anybody who is somebody uses their own water in Portugal, having their own pump. How are you going to police that?
