In the two largest municipalities in the country, out of a total of 30,553 active licenses in the two cities, 9,170 did not provide proof to continue operating, according to a report by ECO.
With the entry into force of Mais Habitação, owners of active AL registrations had a period of two months – which was initially scheduled to end on December 7th and was extended until the 13th – to provide proof of activity, otherwise the licenses would be automatically cancelled by municipal councils.
At the end of the deadline, in Lisbon, out of a total of 20,033 active registrations, 12,180 requests were submitted for proof of carrying out local accommodation activities, the authority led by Carlos Moedas told ECO. In other words, only 60.7% of the total active licenses in the capital were provided with proof of activity. The remaining 7,853 (39.3%) who did not provide proof will now be analysed and cancelled by the municipality.
In Porto, among the total of 10,520 active licenses in the National Local Accommodation Register, 9,170 requests for proof were submitted (87.4%), the authority headed by Rui Moreira told ECO.
The evidence submitted in Lisbon and Porto is yet to be analysed, and it is not yet known how many are valid.

I do not understand why as AL's report earnings to the Financias.
It takes 1 minute to see if there was use of the AL license.
Why does the goverment make this so difficult for everybody involved?

The more concerning thing is almost 40% were illegally renting out their homes.
This goes to the heart of the matter.So many people see tax dodging as a right,that is why Portugals finances are in a mess.How many times have I come across people renting here without a contract,is too many to count.
Simplify the tax system.Abolish all Capital gains tax on main residences that will allow older people to sell homes now to big for them and will provide massive liquidity into the market.
Simplify the taxation for rentals of main residences,allowing certain rentals to not negate the tax advantages of a main residence.
It's all about increasing supply into the market that will help alleviate the housing crisis.
Clearly just blaming foreigners for pushing up prices is only a distraction into a far more structural issue.
If I try renting my home for even part of the year I lose my main residence tax benefits,there has to be a better way.

Good! Maybe some of these properties will now come back into the much needed, affordable, local housing market rather than just being made available for over priced tourist accomodations and staying empty for most of the year.

Good. Ban all whole home/apartment Airbnb (and similar) rentals. The short term vacation rental market is ruinous to affordability and livability in cities the world over. These are residential spaces, not hotels. Want to run a bed and breakfast? Do it legitimately. Airbnb was founded on helping homeowners rent out a room, basement or mother in law unit. Not entire neighborhoods. Return them to their roots.
