Speaking at a PSD conference in Maia, Porto, Montenegro struck a confident tone, suggesting that while much of the world continues to grapple with geopolitical and economic uncertainty, Portugal is increasingly recognised as a dependable and secure destination.
“In a world in a state of permanent instability, Portugal is considered to be permanently stable,” he said. “We have a stable country; we have a credible country. What is this, if not a great opportunity?”
His comments come as high-net-worth individuals (HNWIs) continue to prioritise security, mobility, and long-term planning.
Against this backdrop, Portugal is gaining traction as a compelling ‘plan B’ destination, with the Golden Visa programme still drawing strong international interest.

An economy on the rise
Montenegro argued that Portugal is “much better than it was in 2024,” pointing to reforms introduced by his AD coalition government. He contrasted the current environment with the previous administration, which he described as relying heavily on higher taxation and limited public investment.
Today, he said, the country presents a more balanced model, combining reduced tax pressure with improvements in public services.
Strong performance despite headwinds
Portugal’s economic performance has reinforced this narrative of stability. Despite broader challenges across Europe, the country has outperformed both Eurozone and EU averages.
Montenegro highlighted that the government delivered a budget surplus in 2024, alongside policies such as income tax cuts, enhanced support for pensioners, and the phased recovery of public sector wages.
In 2025, Portugal continued to exceed expectations, avoiding a return to deficit even amid a more volatile global environment.

A strategic ‘plan B’ for global investors
This mix of political stability, economic resilience, and lifestyle appeal is resonating with internationally mobile investors and families.
As uncertainty persists across multiple regions, Portugal’s standing as a safe haven continues to strengthen.
