According to figures from the GNR published by newspaper Publico, by December 2014 the force was receiving an average of 507 complaints a month.
The force said of those cases 422 had been resolved, resulting in 58 fines and a dozen criminal charges.
Animal abuse reports soar with new law
The number of people reporting cases of neglected animals to the GNR has increased five-fold since a new animal abuse law came into effect last October, which criminalises the abandonment and mistreatment of pets.
