Costa spoke about these problems in the state’s service with “unacceptable functioning”, in his speech before the PS National Political Commission in Lisbon, and in which he also mentioned the draft laws of the government or the socialist bench pending in the parliament.

Speaking about the priorities until the end of this parliamentary term, Costa began by warning that "the work is not finished" and that there are urgent problems to be solved.

"Outside the legislative framework there are a few responsibilities that we cannot fail to see as priorities, giving answers to a series of services whose deficient functioning is not acceptable,” Cost said.

“We must act in order to correct, whether in public transport or in the National Health Service, or the provision of basic services such as issuing citizens' cards and passports.”
