According to latest figures, the number of condoms handed out has dropped from a figure of 7.4 million in 2008 to around 4.7 million in 2017.
Health officials said they would be launching an awareness campaign to highlight the risk of sexually transmitted diseases, while also translating an information leaflet into English and Mandarin.
