Bidders are invited to apply between now and 19 November for the contract for the “acquisition, implementation and operation of the System of Public Shared Bicycles in the city of Lisbon”, with the baseline value of €28,904,000 and a term of 108 months, according to a note published in the state journal,
In a statement sent to Lusa News Agency, EMEL explains that the competition is aimed at “identifying and hiring the company that will supply and install all the physical part of the system, namely the 1,400 bicycles and 140 stations that will be spread in strategic zones across the city”. The company selected will be responsible for the network’s operation, maintenance and logistics for the nine-year period.
The final cost to the company is sure to be less than the investment involved, since revenues are expected from public use and from advertising opportunities.
In selecting a bidder, EMEL is focussed on the “most economically advantageous proposal”, so that price is worth 50 percent in the evaluation of bids. However, it also wants the winning entity to have experience in similar schemes, as well as for there to be an emphasis on image for the system.
