Costa said measures to be introduced from Tuesday included a restriction on gatherings of more than 10 people and orders for cafes and shops to close at 8pm in the capital.

This doesn't surprise me: the subways are full, to full, and a lot of people using subways don't wear masks.
There are arrows on the floors of shopping malls to show you the direction, these are being ignored.
Supermarkets are crowded, sometimes so crowded that's it's not possible to keep distance.
If you don't follow the rules than this happens, and it happens all over the world.

Well done Mr Costa, maybe Lisbon will come to its senses. When there is a public holiday, the Lisbonites swarm to the Algarve, no masks, total disregard for anybody, just wanting to party. Noise, litter everywhere. One public holiday, we had to close the border to keep them out! Tourists are welcome to the Algarve - but not if they come from Lisbon.

This will kill the economy not the corona. To control they should have also told people to stay at home at night no person should be outside after 8pm but people are still outside.
